Security Assistant (Dispatcher)

The incumbent is responsible for, but not limited to the following:
Required to attend the Dispatcher Training Course at the Law Enforcement Training Center in Little Rock, Arkansas within the first year of employment. Receives and compiles information from various sources relating to police and emergency incidents, taking appropriate action regarding fire alarms, intrusion, duress and hold-up alarms, and directs response and/or notifies responsible personnel, depending on the type of incident or request. Operates a variety of communications equipment, such as computers, alarm processors, radio consoles, SSTV system, remote controllers, card access, time lapse video tape recorders and related peripherals. Responsible for proper operation of the NJ DMV, Report Exec, the National Crime Information Center (NCIC), and other related database and systems. Ensures that relevant and/or requested information from these systems is immediately and accurately communicated to VA police personnel. Compiles and prepares reports relating to events occurring in the operation of the police operations office for dissemination of the completed product to various supervisors, department heads, and top management officials for coordination of emergency situations. Monitors the operation of all communication/security, fire alarm panels and related electronic equipment daily. In the event of a malfunction, coordinates with appropriate maintenance personnel to effect repairs. Conducts hourly radio station identification code checks as requires by the Federal Communication Commission and radio checks as prescribed with uniformed police officers, firefighters and safety personnel. Maintains accurate radio/alarm activity records/logs to include dates, times, and results of communications and activity. Responsible for the orderly flow of communications between the police operations office, the Chief's office, and the uniformed patrol officers. Monitors security surveillance cameras and detects criminal activity in progress, suspicious behavior patterns, observes suspects, and known offenders, takes supporting law enforcement action and continuously monitors that person until they are intercepted and detained. Testifies in criminal court as a witness in cases where they observed the criminal activity. Furnishes information to persons regarding Police Service policies and VA Regulations for the purpose of preventing infractions of VA Regulation and preventing unnecessary police responses. During the absence of a female officer, may be asked to perform a pat down of female prisoners or suspects to protect officers. (Female employee). Assists outside law enforcement officers on official business. Incumbent has access to sensitive data/information and is responsible for maintaining security of the information contained in any computerized system in accordance with the Privacy Act and other applicable laws, federal regulations, state regulations, VA statutes and policy, as well as local Medical Center policy. Incumbent will safeguard individually assigned access/verify codes, not disclosing them to any person. Incumbent will not disclose or issue hard copy outputs of data/information he/she has access to from any government security system. Provides Physical Access Control System (PACS) access to all employees via the Lenel operating system. Verifies identity and issues temporary visitor badges to all visitors. Makes facility -wide overhead announcements in during medical and missing persons emergencies. Maintains digital Desk Journal documenting all police actions. Monitors Lynx and Lenel Panic Alarms, motion and intrusion alarms, and burglary alarms for the NJVAHCS, Community Based Outpatient Clinics (CBOC's), and several other properties leased/affiliated with the VANJHCS. Conducts driver's license inquiries, criminal history checks, and wants/warrants checks on individuals at the request of officers in the performance of their official duties. Receives emergency calls and dispatches appropriate personnel to the calls. Must obtain pertinent information from the callers, and at times will need to de-escalate situations over the phone, to include potentially suicidal individuals. Serves as a pseudo information desk, as visitors, patients, and employees frequently stop by the highly visible office to ask general questions about the facility. Work Schedule:

The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 grade level:
One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Answering emergency phones lines, dispatching police, fire, rescue, and safety personnel to emergencies, operating facility overhead paging system during medical emergencies, monitoring panic alarm system, monitoring intrusion alarm system; grants PIV card access to employees; and provides traffic control. Understands the rules of governing use of radio frequencies, transmission, storage, and divulgence of information received via radio or various law enforcement databases. OR Applicants may substitute education for the experience required for the GS-05 level. To qualify based on education for this grade level you must have completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE:

OR Applicants may also combine education and experience to qualify at the GS-05 level. To qualify you must possess the equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE:

The workload varies from primarily sedentary in nature in an office environment to requiring physical exertion such as long periods of standing, walking, bending and similar activities and occasional lifting and carrying of heavy objects of 25 pounds or less such as temporary traffic signs and stations. Dispatch duties can be accomplished from a sitting position. Must have a keen sense of hearing in responding to numerous audible/visual signals of wire communication receivers, and occasionally weak radio transmissions or signals. Must be able to multi-task in a stressful environment. While performing Traffic Control duties, call back and emergency posts are frequently required. Additionally, callback and emergency posts may be required during periods of increased National Threat Levels or other local incidents. The mental stress of the position may be higher than the physical stress due to the necessity of dealing with persons who are experiencing high levels of stress due to illness, etc. Performs duties in varying environments from a temperature and humidity-controlled environment at a radio/telephone console with associated equipment to active traffic lanes at entry/exit points exposing incumbent to exhaust fumes. Systems and equipment are electronic in nature, emitting signals, and tones of varying degrees of intensity. The area is confining, with a normal noise level. The room is subject to being cooler than normal because of glass exterior walls, and fans to cool the SSTV Systems. Traffic duties are subject to a variety of extreme weather conditions, including cold, heat, high humidity, and rain. Incumbent is required to wear a high-visibility traffic control vest while performing traffic control duties or other duties in low-visibility conditions.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
