Administrative Officer

The incumbent serves as an Administrative Officer, Extended Care in the NJ VA HCS. The NJ VA HCS includes the Lyons, NJ and the East Orange, NJ medical centers and community clinics in Brick, Newark and Trenton, NJ. Extended Care manages several large clinical programs including the Home-Based Primary Care Program, the Palliative Care Program, the Lyons Community Living Center, Community Care Programs (including Homemaker/Home Health Aide, Contract Nursing Home, Adult Day Health Care, Home Hospice, Purchased Skilled Home Care, Veterans Directed Home and Community Based Care, and Home Respite), the State Veterans Home Program, and a Geriatric Consultation Clinic. The incumbent serves as an expert consultant to the Associate Chief of Staff (ACOS) and also to the Deputy Associate Chief of Staff (DACOS) of Extended Care when the ACOS is away, on matters ranging from healthcare administration for geriatric and extended care programs, human resources, performance improvement, customer and employee satisfaction, and system improvement and efficiency. This position requires the ability to apply the specialized principles and practices of health care management in directing a health care delivery system. Knowledge of statistics, data analysis, and program evaluation using statistical data is required, along with specialized knowledge of basic health care management principles and practices. The knowledge of office software including programs similar to Excel, Word, Access, SharePoint, and PowerPoint. This level of knowledge should include the ability to use basic formulas in spreadsheet software, document formatting, and an understanding of which tool to use for which task. Skill in written and verbal communication ,patient confidentiality and patient rights. Knowledge in VA reporting requirements regarding patient incidents or irregular events involving facilities or agencies having contracts or formal agreements with the VA. Credentialing requirements for clinical staff, including physicians, nurse practitioners, physician assistants, social workers and dietitians. Knowledge of long-term care settings, requirements, and procedures. The application of sound budgetary principles and procedures and a significant knowledge in health care and/or healthcare administration, in order to manage clinical performance improvement teams. -Incumbent will serve as a resource for Performance Improvement Teams on clinical issues in the Community Living Center and the Home-Based Primary Care Program. -Incumbent works with the Extended Care supervisory staff to solicit recommendations for improved efficiency. Information assembled from surveys of manpower, equipment and space allocation is used for improving utilization of Extended Care. -The incumbent supervises the administrative functions in the office of the ACOS, Extended Care, including control of all regular and special reports. These include the annual staffing report for Veterans Administration Central Office (VACO), fiscal reports, nurse qualifications report and intermittent employee usage report. -The incumbent decides daily what is to be handled without assistance and what is of sufficient importance to require the attention of the ACOS, Extended Care Services. -The incumbent is responsible for initially preparing information concerning Extended Care intended for the ultimate release to the local publicity media via the Hospital Public Relations office. -The incumbent is responsible for coordinating all of the personnel management functions for Extended Care with the Human Resource Management Service of the NJ VA HCS. -Incumbent works with Human Resources to write position descriptions, functional statements, and job requirements for positions throughout the service, clinical and nonclinical. -Human Resources duties also include being directly involved with the hiring and credentialing of practitioners including setting up interviews, conducting interviews, scoring of interviews, following up with applicants in a timely manner. -Incumbent serves as a subject matter expert for the competency process. Incumbent works closely with clinical supervisors in developing competency plans, as well as in meeting deadlines for competency review and annual performance/proficiency reports. -For physicians and other licensed practitioners, incumbent works directly with the ACOS to develop Focused Provider Performance Evaluations and Ongoing Provider Performance Evaluations. -The incumbent supervises one Program Support Assistant - GS-6. -The supervisor identifies areas of need for improvement within the service, creates solutions and delegates tasks and duties to implement the solutions. -Performs other duties as assigned. Physical Requirements-The work is sedentary; however, there is some walking, standing, bending and carrying of light items such as papers and books. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
