Based on good working knowledge of the organization and substantive programs under the supervisors' control, the employee resolves problems associated with the administrative and clerical work of the office in a way that increases the effectiveness of others within the service. The incumbent oversees and carries out a wide variety of projects related to Nutrition and Food Service's administrative operations. The secretary has extensive responsibility for coordinating work activities within the department and other administrative services within and outside VA New Jersey having working knowledge of Microsoft Word, Excel, and PowerPoint, along with timekeeping systems such as VATAS. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position, you must have held a GS-3 in the last 52 weeks to qualify. The grade may have been in any occupation, but must have been held in the Federal service. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Receiving and responding to general telephone calls and taking messages; greeting visitors/customers; Maintaining filing systems; Scheduling and coordinating meetings, conferences, and interviews; Operating office automation equipment (such as computers, telephones, faxes, photocopiers, scanners, etc.); Maintaining time and attendance records; Recording, composing, and typing minutes and other correspondence; Ordering supplies; and Gathering statistical data reports. OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have successfully completed 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-5. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. You will be rated on the following Competencies for this position:

Physical Requirements:
Work is mostly performed in an office setting and is partly sedentary. Because of the nature of the position, occasional walking, standing, and carrying light items are required in order to accomplish duties. Employee may need to walk to various locations at the medical center. Duties performed are not limited to, but include various areas throughout VANJHCS. Safe work habits and knowledge of the fire and safety regulations are mandatory.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
