Physical Security Specialist

The incumbent is responsible for managing the Facility Physical Security Program, managing the Facility Parking/Traffic Control Programs, developing Department/Facility Physical Security Procedures and Policies, and representing the Department/Facility on Physical Security matters at meetings, conferences and events. The incumbent may be required to work uncommon tours of duty and work outside during inclement weather for surveillance tasks. The work requires the employee to drive a motor vehicle to the various Community Based Out-Patient Clinics throughout the State of New Jersey in order to conduct physical security surveys to include a risk analysis and vulnerability assessment. The incumbent must have and maintain a valid driver's license. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
responding to problems or questions involving implementation of physical security guidelines; providing solutions to security problems and questions, and in developing alternatives; reviewing, analyzing, and resolving difficult and complex security problems for geographically separated facilities located in New Jersey; and/or evaluating situations or threats and making decisions on what actions to take. OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree. OR Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level education. You will be rated on the following Competencies for this position:

Physical Requirements:
The work requires regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, reaching, crawling, and other similar activities. Incumbent engages in such exertions while participating in training activities, climbing stairs in office buildings or walking foot security assessments and patrol rounds in and around large buildings. May regularly require lifting and carrying heavy objects of 50 pounds or less. May require common physical characteristics and abilities in agility. Work Environment:
The work performed in settings in which there is regular and recurring exposure to:
moderate discomforts and unpleasantness, such as high levels of noise in industrial settings, high temperatures in confined spaces, and adverse weather conditions during extended periods of traffic and patrol duties. The employee may be required to use protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, or shields. The work involves moderate risk requiring exercise of safety precautions when working around hazardous materials such as toxic gases, explosives, infectious biological materials, and others that pose a moderate risk of exposure. The work also involves moderate risk and discomfort when working outdoors without shelter or operating vehicles for extended periods of time over rough terrain. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
